The problem is caused by the cable companies or the broadcasters, BUT
why is RCA the only company affected?  RCA has some great logic there.

There was a lawsuit about this and it was settled a couple of years ago.
Some customers were reimbursed for service charges related to this and
some
were given a certificate offering a discount on a new tv purchase. RCA
claimed that the problem was caused by the cable companies.
