[TechAssist] ctc 169HA osd problem 2nd post

Hello everyone
I'm working on a ctc 169ha. The osd appears to be out of sync. (just
horizontal lines) I replaced cr 4118 and c 4145. The voltages on Q4702
and Q4703 are normal. The voltage on pin19 of U10001 is only 2.65v my
schematic shows it should be 4.85v I lifted pin 19 ,no change. r2908
and r3331 are good . the voltage on pin 21 of u3101 is 4.7v c3317 is
also good. I have spent alot of time on this one, but I am not sure
where else to look. Any help would be greatly appreciated. Thanks!
