Are you saying that the screen varies in brightness as you adjust the focus controls, and the focus changes as you adjust the screen control? If so, remove the neck board and see if the screen voltage varies as you adjust the focus controls. If the voltage varies a lot (more than 2 volts) then the short is in the flyback. If not, the picture tube is at fault. As to the method to remove the short, I don't know.
