[TechAssist] Zenitv tv SF2569H2 9-823 PWR Board dead.

I'm stuck. replaced C3407 100mfd fixed set. Customer brings back and said
worked fine but next day same as before. click click.
157v and 133v 18 volt source fine and adjustable.
28 v off pin 17 is 16 volt and #6 control output ic icx3401 is 1.3 volt
instead of 4.
Nothing is loading the 28 volt line. I would look at waveform's but
Scope/Iso transformer and rest of my equipment they were in shop van that
was totaled by a Drunk Female last night. But that's a another story.
Any one have any ideas?
I have pulled ,tested and replaced, ICX 3401,3402 ic 4100,4101 KX3401 all
caps primary side.
