[TechAssist] Zenith SM2568S (9-1407) small horiz red band at top

Initial problem was blown fuse, shorted ICX3431(STR53041) and shorted
Q3431(121-1264-01)
Also, C3432 high ESR, CX3003 decr value.
Now I have a red horizontal band, top of screen about 2" high.
Any help on this one?
