[TechAssist] Zenith--- SL79355 --- 9-1343 cant comtrol the B+ pic jumps with lite pictures

I been working on this TV set for a long time and can't figure it this out.
When the picture is a dark screen the picture doesn't jump, but when you get
a light screen it jumps a lot and you cant stand it. I replaced the picture
tube, voltage regular, flyback and lot of other parts, and I cant find out
what is causing this, can anyone help?
