[TechAssist] Zenith Model #SG2719TR has faint harizontal bars in background of picture.

Hello techassist,
Got the above t.v. in being dead and replaced C3407 and C3440
capacitors which put the set back into operation. Then found that
the picture was low in contrast with faint horizontal bars in the
background from top to bottom. Has anyone seen this problem before
and would share what it took to correct the problem? have check some
caps in the video circuit and additional caps in the P.S.
