Had this exact problem on the exact same set. Was IC1200 (LA7577) (in set).
SAMS listed the IC as TA1268N. They may be the same IC, I don't know.
Check what type IC1200 is, and replace with the same type.

This is a 1999 set with 2 tuners. Looks like main tuner is not working.
Havepicture on PIP. Since both tuners have the same part number I swapped
them, but has the same problem, so I don't expect a defective tuner.
Any ideas on this one?
