Changing the caps didn't help much, It has one of those adressable interface
modules in it that seems to draw down somewhat but, the module works ok in
another set. it seems to be simmilar to a HV shutdown condition.

Peter,
Have had defective Cap #CX3416(100m-25v) cause this symptom in 9-1617 &
9-1812 chassis's, don't know if a 9-1395 chassis has this Cap or not? But
thought I'd mention the tip anyway.
