Jeff, Look closely at the gear on the shaft of the tracking motor. These crack lengthwise and cause your symptom. I repair them by enlarging the hole through them slightly and re-fitting with superglue. Also, make sure the P/U slides REAL easy up and down the shaft. I usually pull the tracking gear off so I can slide it freely by hand. Quite often they bind. Use moly grease and a little machine oil. They bind together for a good consistency that prevents binding . BTW, how sure about your spindle motor are you? I usually pump them full of WD40 and apply about 10-12V in both directions for a few seconds to clean off the commutator if I'm not replacing them. I have a manual if you need one.
