Hi Larry,
Very sorry to hear this. You could have almost certainly fixed
the problem without a fuss by just asking one of us for help (if
you had another PC to get on-line).
Don't EVER re-install Windows just because someone says to.
There's usually a fairly quick fix. Many people reformat (and
lose their personal files) even though it's usually not
necessary.
XP System restore often works (as long as you can boot up). You
didn't say just what happened. Pressing F8 while booting (and
selecting Last Known Good Configuration sometime fixes everything
too.
