[TechAssist] VCR. Goldstar GVT9100M. EP plays in SP speed

VCR came in for unload problems...leaves tape hanging, so I replaced the belts
and idler tire.
Now I'm working on a playback problem. SP tapes play great, but EP/SLP play in
SP mode..capstan will not
slow down. I had this problem before taking the unit apart, but figured
cleaning the AC head would cure
it.
This is a decent unit with a 5" monitor.
Has any one seen this problem?
