Well, it certainly sounds like one or more of the heads is clogged or
bad. Does it record and play back with a poor 
picture on every speed ?  I've cleared "hard to clear" video heads
using " Scotch Black Watch" head cleaners. And also
just running a new, quality, tape for many hours. I guess he could have
put a tape in that ruined all the decks heads,
but that would be rare, but possible. Go to www.timelapsesupply.com 
and  find head part number. You may be
able to get the head cheaper from Asti magnetics. That's where I buy
all my heads. 
P.S. I have also cleared heads by using a wet type head cleaner, but
putting windex on it.
