Gary,
This is Visa's rules, not the countries.
Even here, you are not allowed to charge extra for taking a Visa. You are also 
not allowed
to set a minimum purchase or you could lose processing privilege.

Ed, there is a law in Ontario that venders can't charge a surcharge on
goods to cover their VISA costs, but I know of a company that has been
doing this for a couple of years now and are getting away with it no
problem. VISA must be bending the rules for cetain businesses.
Mastercard on the other hand, refused to allow this company to surcharge
so the company dropped them.
