[TechAssist] Toshiba TP48D51 Convergence

No Blue convergence correction on Vert lines.
Blue Vert will not move using customer convergence controls, nor will any
Blue Vert controls work on convergence PCB. All Red and Green ok.
Have replaced STK392-020 output IC's. no change.
I do not have a diagram, and very little experience with Toshiba.
