[TechAssist] Toshiba MW20FN1 TV/VCR/DVD Fix

Set would not power up. Had 162v to SMPS. R 1722, 2.2meg 1/4w was open.
Schematic calls for two 1.2meg 1/4 watts, R1722 & R1723 in series. The set
actually has 1 resistor, a 2.2meg 1/4w. Feeds 10v to C of Q1706 & G of Q1707.
I put a 1/2 watt in.
