Dont see that manual, but vcrs put on the brakes either with a trigger
mechanism cocked by the loading motor and tripped by reversing the loading
motor, or by a solenoid that cocks the brake mechanism and trips it by
shutting off the solenoid power.
Either the brake mechanism isnt getting cocked or it isnt getting tripped,
