[TechAssist] Toshiba M672 VCR no brakes on rewind

Hello,
Here is a strange one that I have not come accross before. A toshiba M672
VCR that works fine, except
in the rewind mode when you go to stop, there is no braking action on the
right spindle. The unit then proceeds to
dump tape all over in the machine & cartridge. I have checked the light &
heavy brake shoes and arms, everything looks like it should be. Cleaned mode
switches, no improvement. It almost seems as though the function control
plate under the transport that moves all the parts into position as needed,
is not stopping exactly where it should for rewind mode?
Any ideas???
