Thanks for checking Panday, I was pretty sure 62 ohms indicates an internal
short but since the replacement I received read about 70 ohms it did make me
wonder.

Jim,
     I have a brand new TMP47c1638n-u327 WITH pin 27 (Gnd) and pin
44 (Reset) reading appro., 30k.
There is no way the IC can be good at 62 ohms.
5v line resistance should be larger than 10k in the application on reset
line.
