[TechAssist] Re: Toshiba CX32630, dead.

When the relay clicks on, B+ appears on the collector and there is a proper
wave form on the base.  High voltage appears then relay clicks off then tv
needs to be un plugged.  It does seem to be in shut down, just unfamiliar
with this chassis and the shutdown modes.
