[TechAssist] Toshiba CF36H50 no vertical

This Toshiba CF36H50 Chassis #TAC9816 has no vertical or sound. I found R424
burned so I need the value of it along with any tips anyone might have. The
vertical IC is not shorted but I will replace anyway along with R424.
