[TechAssist] Toshiba CF30C40,TAC9302. Slick raster no video or audio in tuner mode, a/v inputs all ok.

New tuner installed, no help. All DC voltages, clock, data, etc at tuner 
are ok. Checked members area for tips and service manual, none found. 
Could use a service manual or partial showing signal path from tuner or 
a blow by blow description of points to check.
