Jeff,
The relay latch at plug-in is because the unit was powered on when failed.
When you remove F470, do you have proper +125 volts on one side of fuse
holder?
If so regulator circuit is OK. Try checking Q471 & Q472 for leakage.

isolating vertical and audio. I replaced Q883, a  6 volt regulator.    I do
have the schematic, but it isn't helping.  Any ideas would be greatly
appreciated.
