[TechAssist] Toshiba ARCING IN CRT NECK only at turn on

1991 35" TV

There is arcing at the bottom, inside the CRT gun assembly (between a
thin metal plate and a white plastic insulator).

This happens only for a second at turn on, and at the same time, the
filament glows too bright (also just for a second).

IT APPEARS THAT THE HIGH VOLTAGE MAY BE GOING TOO HIGH MOMENTARILY

Anyone seen this happen on any TV? Would appreciate any help.

The HOT blew out when this first started. New one is holding up
(customer insists on using TV until fixed - doesn't arc except at
turn-on).
