[TechAssist] Toshiba 53H71 HDTV Blows fuses

This HDTV is blowing the fuse F850, 16 volt secondary power supply. The
odd thing is resistance reading on the line is over 50K. It appears that a
circuit is powering up, causing the fuse to blow. I replaced the Vertical
output, still fails. If you have seen this failure before, please let me
know, I am stumped. Thank you
