See if you can correlate the warble rate with the rotation rate of a part. For example, a 30 or 60 Hertz warble would probably mean something is stuck on the drum. If you cant correlate it, check the back tension band, turn the reels by hand for binding, see if the reel clutch is grabby. A bad pinch roller ball bearing can cause a warble. A bent or loose supply reel spindle can cause a very slow warble. Check the capstan motor bearings for excessive side play.
