[TechAssist] TIP: PIONEER PRO-100 SHUTDOWN

This set would come on then go immediately into shutdown, found the 15v line
was being loaded down to 5v with a peak voltage test. solution, replace the
2200uf 25v cap (C155). note this cap would value check OK but shows bad with
ESR check.
I have seen the same trouble with PRO-99 but different cap off the secondary of
SMPS transformer.
