Maybe this Tip will help ?
Toshiba Color TV
Model: 19A21
(manufactured by Orion)
Symptom: Dead , Fuse ok , SMPS fails to start-up
Cure: Found D513 (Schottky Barrier Diode) located
on the secondary side of the switching transformer "shorted"
Generic p/n: SB290S , Toshiba p/n: BZ410076
I used an NTE 579 as a replacement.
also:
Found Q501 Power MOSFET (2SK2662)
had leakage between Gate and Source
I measured only 71 ohms dc resistance between the Gate and
Source (out-of-circuit) The new replacement part measured
infinity !!! Toshiba p/n : AD300675
