[TechAssist] Symphonic TVCR9D1 No hot voltage Dead Help

Hi All,
Has slight wineing noise. Have low volts-5.9, 12, 10.5. Good horizontal
signal to hot. Only 23 volts on collector. No circuit diagram. What developes
hot collector volts? Any tips? Thanks, Briant
