Applying a low AC voltage is one method of troubleshooting a SMPS that wont
oscillate, although the design of some is such that they wont start at low
AC voltages. If it runs at low AC voltages without damaging anything, you
could short the opto output which should stop the oscillation if the primary
circuit is OK.
