[TechAssist] Sony tv, M#:KV20M20, lic slow to come on

Model: KV20M20
turn power on to unit and HV comes up right away but pic is slow to come on.
Turn up the screen control on flyback brings it up. Takes about 10 - 15
seconds for screen to come up without turning up screen control. Found one
cap that measured a little high but did not help. No print for this set.
Any help appreciated. Checked all caps in the PS, vetical area and
Horizontal area. Resoldered horiz drive transformer and flyback, still no
help. Thanks!
