That is a good point, if the main neutral wire going into the service box
has opened/developed Hi resistance the entire houshold will be seeing about
220 from time to time.....might have the customer call the power company and
have them test the resistance of the service lines.
I don't know if the voltage would rise if only that specific line had an
intermittant neutral, I think you would experience "brown outs" with
anything connected to that tho'
