[TechAssist] Sony KV32S40 pic&sound cuts out on tuner & external input

Hi need some advise first I had no pic from tuner I got a replacement
from
TIp Top put it in then the pic and sound cuts off same with the video
input
Can a bad tuner cause this .If so I will be able to send the tuner back
to Tip Top...Thanks Eric
