[TechAssist] Sony KV-32S40 Retrace lines for 2 seconds then shutsdown

Hi Guys, Have a Sony KV-32S40 that powers up with a blue screen and 
heavy retrace lines for 2-3 seconds and then shuts down, I don`t have a 
schematic for it but I did find that the voltage for
the blue cathode on the CRT board is Zero volts, R&G are approx. 195 
volts. Is this the bad
CRT board IC1701 (TDA6108JF) problem? I did not find a short between pin 
4 & 6 on this
IC but I remember a post on this site recently saying this IC was a 
problem, any help appreciated
