Perhaps the new part was labelled wrong and it is really a 5V regulator?
If the pinouts are the same as a 7812, why not try the 7812 just as a
test to verify that is the problem or not. The original part might be
rated higher in amps than a 7812, so it might be best to get another
original if needed for permanent install.
