Hello:
On the input of IC650 to turn on this regulator you
need at least 15v to the input to get 12v out. Check
diode and filter cap. Problem may be on C board as
well.Unplug 200v cable from main board  see if it
still shut down.(check IC). also vertical IC need to
be check.
