See if it uses a /comb filter block/. It looks like a domino, soldered edgewise. Also looks like a small black ceramic delay like. I've replaced those for poor picture before. But...first, Input a signal (DVD player for example) in the S-Video jack and see if pix clears up. If clear, a comb filter is 99% probability the culprit.
