[TechAssist] Sony KV27FS100 Shuts down shorted D530

This unit came in with D530 shorted (-15v on HVT)
Replaced and now it shuts down as hv hits. You can
grd. relay and all power supply volts come up, But no
secondary supplies. I am thinking towards HVT?? Any
Tips? Thanks
