[TechAssist] Sony KV13m10 No lower deflection and No sync

I am working on a Sony KV13M10 TV, and it has no vert deflection on the bottom
half. and the top half that does display, has bad sync. I have replaced the
CXA1465as Y/C jungle IC, and still has the same problem. All the voltages I
have checked so far seem within reason, and I am starting to suspect a leaky
cap or something. I was wondering if anyone has run into a similar problem. I
have not scoped it out yet.
