This may be a power supply issue . Think of it as not letting it turn off al the
way rather than turning on by itself In the area of the opto-coupler, check all
the transistors nearby. May have to remove to test for leakage.
I wonder if you could trace back from the relay driver transistor to the micro
pin that gives the "on" command. And lift that micro pin to see.
