Thanks to all who responded, thanks for the schematic, you know who you
are. The problem was not the relay; the relay on this chassis is for the
degaussing coil. Problem was a leaky zener D629 (16V-1/2W), the leak
supplied enough voltage thru surface mount resistor R629 (1K) causing
Q681 to stay on, Q681 supplies most of the standby voltages. At first
the problem seemed like a bad POWER ON line from the micro because the
voltage at the base of Q681 via R683 (4.7K) from the micro never changed
when the ON/OFF button was pressed. Lifting one end of R683 confirmed
the micro POWER ON line was functional changing from 0V to 5V.

I have Sams on the AVM2751
it shows 1 relay RL001 AC power on relay
If your set powers up with this relay out of circuit you have a bridge
on
the board at the switch contacts.
this relay opens the AC power to the main bridge rectifier circuit, also
to
the degaussing circuit thru PS001 thermitors.
there is Q052 off pin 37 of micro IC532 that drives this relay
