[TechAssist] Samsung vertical problem

Samsung model TTB134OW, has a
2 inch wide horz. band rolls from bottom up,
in the band their is severe horz. pulling
I have replaced IC301 Vert. w/ a NTE1674,
C352, 100mfd, C355 470mfd., C354 10mfd.
which are in the 23 v supply to IC.
replaced C561 10mfd in the 12v supply to IC.
I can scope the output of Vert. IC and see the
roll up. nothing that I have done has had any effect
Any suggestions. Thanks
