[TechAssist] Samsung TXG2746 power cycles when power is pushed

When power is pressed the set attempts to start then appears to shut
down and try to start repeatly on about a 2-3 sec interval. Have tried
disconnecting: Yoke, CRT board, Vert IC. Rang Flyback. No HV is sensed
(static) during start cycle.
Ideas?
