First, did you confirm with the customer that she has the same symptom, a
horizontal line?
Also...what does capacitors look good mean, did you ESR or just visually
inspect them?
Remember, the more specific information you give the better others are able to
help you.

Hi Techs
I need help on this samsung tv Model #TAB 3113 . Tv had a horizontal line,
changed vertical IC ( LA 7838 )
and all capacitors in vertical circuit looked good. Tv started working ,
delivered it to customer home.
Next day she called and said tv is not working again.
