The problem with power supply is solved. R14103 1 meg is open. replace ,it
set will turn on.

Dang,
Check the photo-coupler U14101, CR14117, CR14105 and feedback Q14103. I
assume you already checked FET 14101, Q14102 and Q14108. Also check C14101
2.2uf electrolytic.
