You know it might be normal IF it has never been set up, and the power
has been removed(unplugged). The RCA remote has a "clear" button. When
this is pushed does the menu leave?
I suppose the menu's tactile switch could be leaking but try doing a
set up (autoprogram the stations,etc). Then turn it off awhile but do
not unplug it. See if problem is gone when you turn it on again.
