Matt, This sounds normal. Most RCA sets collapse vertical deflection during degaussing. It is supposed to make the degaussing more effective. I am assuming the bright picture was a leaky luma bias transistor, I don't recall the symbol number, but it's in the video output circuit, a small PNP transistor. If so, check for intermittent picture tube shorts, which can cause this transistor to fail.
