Max,
I just put the back on a hotel unit with a CTC203AJ chassis that had exactly
your symptom.
Cure was to change the eprom but I'm sure you could re-initialise it with
chipper checker.

Hello,
This set works perfect. I've resolder L14401 and transformer. The problem is
the audio is low when the volume is maximum and you lose audio at about
half way turning volume down.I don't have a chipper checker and I've been
told that I probably wouldn't fix it without one. Has anyone had this fault
or have any ideas?
