[TechAssist] RCA Model D56W20 Chassis ITC222 No Sound/Picture

Hi All
This RCA model D56W20 And Chassis ITC222 has no sound/picture . On
inspection we found that all the voltage rails tries to build up and
collapse.By isolating the loads on them make no difference and problem
still presents.
