Make sure you post your fix...I'm sitting here riding on your shoulders.
I have a CTC187 sitting here for a week, same problem. I set it aside
for now.

        Bridge a 1.5m resistor (R4104) so you know for sure...Pin 4
needs a
+ voltage to get the regulator going...
